Prof. Dr. Johanna Wanka | FOREWORDS 7 T he International Cooperation in Vocational Training has gained considerable significance over the last few years. Well-trained skilled personnel are the key to social peace and economic growth. Training young people is therefore extremely important, particularly for emerging industrial nations. In Germany, practice-based and high-quality vocational training together with higher education forms the basis for a demand-oriented retention of qualified employees. As the economy and state jointly support vocational training, this ensures that training contents and standards are in line with the requirements of the professional world. The systematic participation of social partners also ensures a high societal acceptance of occupations that require training. German vocational training services and elements of Ger- many’s dual system for professional training have therefore become export goods in worldwide demand. The Federal Ministry of Education and Research (BMBF) maintains global links for vocational training with a number of states. Because interest in Ger- man education and further training has increased considerably from abroad over the last few years, the Office for International Cooperation in Vocational Education and Training (GOVET) was set up on the initiative of the BMBF at the Federal Institute for Vocational Training and Education (BIBB). The Of- fice operates on the basis of a government policy paper from July 2013, in which the federal ministries participating in said collaboration for vocational training, as well as other state and non-state actors such as social partners and chamber organisations, commit to a coherent and efficient cross-de- partmental collaboration.
